Diagnoses and treatments to the insurer

Self-employed dentists and dental group practices with insurer contracts must, from 1 January 2028, send the health insurers, as part of their billing and for the purposes of the Health Documentation Act (DokuG), the data under § 6(3) DokuG, that is details of the patient, the practice, the contact, the treatments and the diagnoses, and the social security number for reimbursable treatments § 19(7) ZÄG § 90(19) ZÄG.

So the first deadline is 31 May 2028, for the first quarter of 2028 § 19(7) ZÄG.

The health minister must make sure the transmission is possible in a suitable form § 19(8) ZÄG and sets, among other things, the method, the data set structure and the diagnosis classification by regulation § 19(9) ZÄG. These paragraphs came with Federal Law Gazette I No. 64/2026. Today's version of § 19 doesn't contain them yet; the link below shows the version from 1 January 2028. The regulation under para. 9 had not been issued by 7 October 2026.

The answer is C: 31 May 2028. The transmission for the first quarter must be made by 31 May of the same year (§ 19(7) ZÄG, applicable from 1 January 2028).
